Boletín CIE — everything you actually need to know

The boletín eléctrico, or Certificado de Instalación Eléctrica (CIE), is the official document that certifies your installation complies with RBT 842/2002 and the current ITC-BT. It's signed by a registered installer (like us) and filed with the Conselleria de Industria of the Generalitat Valenciana and Iberdrola / i-DE.
When you'll be asked for one:
- New supply activation (new build, second property that never had an electrical contract).
- Change of holder in some cases (depends on the age of the last boletín).
- Power upgrade above a certain threshold.
- After a significant rewire (new consumer unit, additional circuits).
- Inherited property with no boletín or an expired one.
- Holiday letting in some autonomous communities.
The real process — no shortcuts:
1. Inspection (30–60 min): we check the consumer unit, protections, sockets, earth continuity, RCD sensitivity and insulation resistance. We measure it — we don't eyeball it. 2. Diagnosis: we tell you what passes and what doesn't. If upgrades are needed (missing earth, faulty RCD, undersized cable), we explain them with prices. 3. Upgrade if required. 4. Issue and filing: we sign the CIE, submit it electronically to Industria, and send it to Iberdrola / i-DE if it's a new supply or a power upgrade. 5. Hand over: CIE PDF + test certificate + invoices.
What matters: a boletín isn't a piece of paper that just gets signed. It's the outcome of an installation that passes measurable tests (RCD ≤30 mA with correct trip time, earth continuity below 2 Ω, insulation resistance above 1 MΩ per circuit, etc.). If somebody offers you a boletín "without coming round", walk away.
For expats: we'll handle the boletín on behalf of the owner if you're not in Spain or don't speak Spanish. All we need is a copy of your passport/NIE, the address, and the CUPS reference from the supply contract (or a copy of a previous Iberdrola bill).

Q.01What's the difference between 'boletín' and 'CIE'?
None in practice. 'Boletín eléctrico' is the colloquial name for what is officially the Certificado de Instalación Eléctrica (CIE). Same document.Q.02How long does the boletín take?
Inspection on the agreed day. If everything complies, the CIE is issued in 48–72 hours. If anything needs upgrading (consumer unit, earthing, RCD), the total time depends on the work — we tell you up front.Q.03What does a boletín CIE cost in Torrevieja?
For a standard property that doesn't need upgrading, there's a fixed price stated before the site visit. If upgrades are needed (typical on pre-2003 properties), they're quoted separately and in writing. No surprise on the final invoice.Q.04Does a boletín expire?
The boletín itself doesn't formally expire, but it loses validity when the installation changes (rewire) or when the utility demands a new one (supply activation, power upgrade). In practice, boletines from before 2003 (pre current RBT) are considered obsolete for new procedures.Q.05I'm letting out my Torrevieja property — do I need a boletín?
Not formally for long-term residential letting, but strongly recommended as proof of electrical safety. For holiday letting, depending on community and local council rules, it may be required — ask us.Q.06I've just inherited a property on the Costa Blanca — what paperwork do I need?
To put the electrical contract in your name, the utility often asks for an updated boletín CIE if the installation is old or if the property has been transferred after a long period. We handle the whole thing (Industria + Iberdrola / i-DE) in Spanish on your behalf if the heir isn't resident in Spain.Q.07Do you need to break walls to issue the boletín?
No. The inspection is non-invasive: we measure at the consumer unit, sockets and the accessible earth terminal. We'd only open something if we found something critical that has to be fixed before we can certify (rare).Q.08What if my property doesn't pass the boletín?
We give you a detailed technical report with what's failing and what needs doing. We never sign a CIE for an installation that doesn't comply — it would be illegal and dangerous. The correct route is to upgrade and then issue.Q.09Do you cover boletines in La Zenia, Orihuela Costa and Villamartín?
